About Us

Kitcki A. Carroll is an enrolled citizen of the Cheyenne and Arapaho Tribes and a descendant of Cheyenne Peace Chief, Chief Black Kettle. Since 2010, he has proudly served as the Executive Director for United South and Eastern Tribes, Inc. (USET) and the USET Sovereignty Protection Fund (USET SPF), a non-profit and inter-tribal organization representing thirty-three (33) federally recognized Tribal Nations (first contact Tribal Nations) from the Northeastern Woodlands, down the Atlantic coast to the Everglades, and across the Gulf of Mexico. Established in 1969, USET and USET SPF collectively advocate on behalf of its thirty-three-member Tribal Nations at the regional and national level. In his capacity as Executive Director, Mr. Carroll works to protect and promote the sovereignty rights of USET/USET SPF members. He is a strong advocate for all Native people and actively works to ensure that the United States recognizes, honors, and fulfills its sacred trust and treaty responsibilities and obligations to Indian Country. He has held various Executive/Senior leadership positions in the tribal government and not-for-profit justice and advocacy sector for the past 23 years and has served/serves on various workgroups, panels, task forces, boards, and advisory groups.

Tihtiyas (Dee) Sabattus is a proud citizen of the Passamaquoddy Tribe of Maine and currently serves as the Deputy Director for the United South and Eastern Tribes (USET) and USET Sovereignty Protection Fund (SPF). USET and its sister organization USET SPF are intertribal organizations that represent 33 federally recognized Tribal Nations from the Northeastern Woodlands to the Everglades and across the Gulf of Mexico. Ms. Sabattus works to promote, protect, and advance the inherent sovereign rights and authorities of Tribal Nations and in assisting its membership in dealing effectively with public policy issues. She has 23 years of experience with a majority of her career within the health care administration and has worked tirelessly advocating for increased funding and health care for Tribal Nations through various local, regional and national workgroups. In 2008 and again in 2012 and 2015, while working for USET/ USET SPF, she was nominated and awarded the Indian Health Service Nashville Area Exceptional Performance Award for her dedication, commitment and accomplishments to American Indian Tribes. In 2016 she received a National Service Award from the National Indian Health Board for her dedication work toward advancing the health care of American Indians and Alaska Natives.

Marcia Carlson is Vice President of Revenue Integrity and Growth. Marcia is responsible for Revenue Integrity including operational efficiency, reimbursement, and expansion of Tribal Health Innovations. Marcia brings more than 20 years of Revenue Cycle experience to the team, with proven ability to strengthen organizations, drive strategy execution, streamline operations, and capture untapped opportunities for growth.

Marcia is Certified in Health Care Compliance (CHC) through the Health Care Compliance Association, recognizing a high-level of compliance knowledge and excellence related to the healthcare Revenue Cycle.

Christa McAuley is a Business Development Representative for Tribal Health Innovations. She is a citizen of the Northern Paiute Tribe. Christa brings over 20 years of professional experience providing strategic guidance and operational support to healthcare organizations with involvement in conducting comprehensive market research, developing business plans, and implementing growth strategies. Christa holds a Bachelor’s degree in Business Administration with a concentration in Management from Fresno Pacific University and a Master of Business Administration from California State University, Bakersfield. Christa is also a Nationally Certified Mental Health First Aid Instructor and certified by the National Council for Mental Wellbeing.

Wanda Prada is the Executive Director of Revenue Cycle Optimization. Wanda is responsible for the operational management and coordination of overall day-to-day functions for Tribal Health Innovations. Wanda brings over 18 years of Revenue Cycle Management experience including working with private practices and several Indian Health Service areas to include Alaska, Navajo, Phoenix, and most recently, Nashville.
Wanda has a Bachelor of Science degree in Biology and is certified as a Revenue Cycle Representative (CRCR) with the Healthcare Financial Management Association (HFMA). Wanda is also certified as a Certified Professional Coder (CPC), Professional Outpatient Coder (COC), Orthopedic Surgery Coder (COSC), Medical Auditor (CPMA) and Certified Documentation Expert Outpatient (CDEO) by the American Academy of Professional Coders (AAPC).

Melissa Shroyer is a Certified Coding Specialist for Tribal Health Innovations. Melissa is responsible for the evaluation of medical record documentation to ensure completeness, accuracy, and compliance to optimize reimbursement for THI. Melissa brings over 5 years of professional medical coding experience with a solid foundation in Anatomy, Physiology, Advanced Medical Terminology, and Pharmacology along with extensive knowledge in tribal healthcare.

Melissa holds a Medical Billing and Coding degree and is certified by the American Academy of Professional Coders (AAPC) as a Certified Professional Coder (CPC) and Certified Professional Medical Auditor (CPMA).

Kathryn Skorheim is a Revenue Cycle Specialist for Tribal Health Innovations. Kathryn is responsible for posting charges and payments for THI. In addition, her responsibilities include researching denial types, and elevating process issues, tracking appeal denials and partial payments with an emphasis on recovery of denied revenue. Kathryn brings 20+ years of Revenue Cycle Management and professional medical coding experience to THI. Kathryn’s past positions included additional experience working within tribal healthcare.

Kathryn has a Medical Assistant degree and is certified by the American Academy of Professional Coders (AAPC). Kathryn also has additional training in IHS RPMS PCC Data Entry, 3rd Party Billing and Accounts Receivable.

Jena O’Connor is a Certified Coding Specialist for Tribal Health Innovations. Jena is responsible for reviewing documentation to determine accurate diagnosis and procedure coding of any services provided by our clients, including auditing, and identifying any documentation deficiencies and or unrealized revenue. Jena brings over 10 years of professional medical coding experience with a solid foundation in family medicine, orthopedics, dental, OB/GYN, and pulmonology along with extensive knowledge in tribal healthcare.

Jena holds a Bachelor’s degree and is certified by the American Academy of Professional Coders (AAPC) as a Certified Professional Coder (CPC), Certified Inpatient Coder (CIC), Certified Professional Medical Auditor (CPMA), and Certified Risk Adjustment Coder (CRC).

Tara Timm is a Revenue Cycle Specialist for Tribal Health Innovations. Tara is responsible for posting charges and payments for THI. In addition, her responsibilities include researching denial types, and elevating process issues, tracking appeal denials and partial payments with an emphasis on recovery of denied revenue. Tara has 20 years of experience working with tribal healthcare and private sector billing, along with data entry and accounts receivable work.

Tara holds a degree in business and is certified by the American Academy of Professional Coders (AAPC) as a Certified Professional Biller (CPB).

Catiria Gill is a Revenue Cycle Specialist for Tribal Health Innovations. Catiria is responsible for posting charges and payments for THI. In addition, her responsibilities include researching denial types, and elevating process issues, tracking appeal denials and partial payments with an emphasis on recovery of denied revenue. Catiria brings 20 years of professional medical billing and coding experience with knowledge of coding and billing for OB/GYN, Family Medicine, Pain Management, Gastroenterology, Rheumatology, and Dental.

Catiria is certified by the American Academy of Professional Coders (AAPC) as a Certified Professional Coder (CPC) and Certified Professional Biller (CPB).
